One of the most unique precincts in the Memphis Police Department is the Downtown Precinct. In January 1994, the Beale Street Substation, which was staffed by officers from the West Precinct, became the Downtown Precinct - the city's sixth fully operational precinct. While in square miles and residential population the smallest precinct, the Downtown Precinct swells to several hundred thousand people a day due to a large workforce population, various downtown events held during the year, and the many tourists who visit historic sites such as Beale Street and the Civil Rights museum. 2003 Stats: Calls: 25,145 Specials: 88,266 Arrests: 7,092 Offense Reports: 4,377 Citations: 75,227 Avg. Response Time: 1.99 minutes The Downtown Precinct has the largest bike patrol unit and also is the site of the MPD Police Museum which is open 24 hours a day. In the fall of 2000 the Downtown Precinct relocated to the newly renovated Central Train Station as part of the South Main/Downtown Revitalization Project. Officers and supervisors are housed here while the Museum and some supervisory staff remains on Beale Street. Neighborhood Watch: The Neighborhood Watch Coordinator is Ms. O. Perry.
