A multidimensional agency and one of the most progressive police departments in the nation. A premier agency staffed with officers who are innovative, highly trained, technically proficient, and culturally sensitive. The MPD is dedicated to preserving the public safety for all citizens of Memphis. We are fortunate to have on staff a complement of dedicated, professional officers and civilians committed to this goal. As a pro-active community policing agency, the Memphis Police Department has made great strides in providing safe environments for the citizens of Memphis while developing strong partnerships within the community. The Memphis Police Department handled 869,325 calls in 2002. The MPD's current commissioned complement is 1,936 officers. In a three year time period (2000-2003) two new precinct facilities opened bringing the total number of MPD precincts to eight. The Northeast Precinct opened in the Fall of 2000 and the new Central Precinct which began construction in the Summer of 2001 opened in the Spring of 2003. Future plans call for a new Traffic facility and West and. Hickory Hill Precincts. We also employ 910 civilians including dispatchers, police service technicians, administrators, mechanics, clerks, neighborhood watch coordinators, and school crossing guards. Director Larry A. Godwin graduated from Catholic High School in Memphis, Tennessee in 1969. During Director Godwin’s high school years, our country was heavily involved in the Vietnam conflict. Feeling the burden upon our country, Director Godwin voluntarily enlisted into the United States Marine Corp. Following his tour in Vietnam, he returned to Memphis. Upon reaching the required age for employment, Director Godwin began his law enforcement career. After joining the Memphis Police Department as a Metro Narcotics Officer in 1973, he continued his journey working numerous assignments as a Patrolman and then Sergeant. These assignments consisted of: Uniform Patrol, Tactical Unit, Training Academy Instructor, Homicide Investigator and Fraud and Document Investigator. In 1992, he was promoted to the rank of Lieutenant and assigned to the Crime Response/Bomb Unit as a shift supervisor. In 1998, he was promoted to the rank of Major and subsequently assigned as the Commander of the Crime Response/Bomb Unit. In 2001, he was promoted to the rank of Inspector and assigned the duties of the Commander of Special Services. In this position, he was given the responsibility of Chief Security Administrator for the “Tyson vs. Lewis Championship Fight” and the “Maccabi Games”. On April 14, 2003, he was appointed to the rank of Director of Special Operations for the Memphis Police Department. In August of 2004 he was promoted to the rank of Interim Director of Police Services for the city of Memphis. On November 9th he was officially appointed by the Mayor and City Council as the Director of Police Services. To further enhance his career goals, his education was advanced through studies at the University of Memphis. His Bachelor of Science Degree was earned through Liberty University. Director Larry Godwin is married to the former Nina Elizabeth Barlow. In December of 2002, the couple celebrated their 30th wedding anniversary. Together they have two sons (Anthony and Lucian) and one daughter (Angelina). |
Deputy Director Interim Deputy Director Ernest Dobbins was born in Hernando, Mississippi. Deputy Director Dobbins began his career with the Memphis Police Department in 1975. From 1975 to 1986, he served as a uniform patrol officer patrolling various areas of Memphis. In 1986, he was then promoted to sergeant and served in the Vice Narcotics Unit until 1990 when he was promoted to lieutenant and he served as a West Precinct shift supervisor and as a South Precinct shift supervisor. In 1992, he was transferred to the Tactical Unit where he served as a shift lieutenant. Then in 1996, he was promoted to the rank of major and served as the Commander of the TACT unit. Dobbins organized and trained the newly formed SCAT (Street Crime Abatement Team) unit. From 1998 to 2000, Dobbins was Commander of both the TACT unit and the Organized Crime Unit where he supervised major drug operations that involved multiple law enforcement agencies. While assigned to the Organized Crime Unit, he organized and trained the Memphis Police Department’s Gang unit which is now known as the Metro Gang Unit. In 2000, then Major Dobbins’ duties returned to that of Commander of the Memphis Police Department’s TACT. His responsibilities include supervising all hostage/barricade, sniper, civil disorder incidents and dignitary protection details in the City of Memphis. In August of 2004 Major Dobbins was promoted to the position of Deputy Director. |
