The Memphis Police Department provides specialized police services to the Memphis Police Department and to the City of Memphis through Special Operations.Deputy Chief: Annette Taylor
Special Operations Units include:The Aviation Unit is often utilized by other MPD squads and outside agencies in various types of operations. Helicopters flown by the Aviation Unit include three Bell Jet Ranger helicopters and one military OH-58 helicopter. Staffed 24 hours a day, this high flying unit handled 1,613 calls for service in 2002 and was instrumental in 278 arrests, 52 assist other agency calls, the recovery of 50 vehicles and the eradication of 56 marijuana plants.
The TACT Unit, a specially trained to respond to various emergency situations, is responsible for handling barricade situations, hostage rescues, counter terrorism, and high risk felony apprehensions.
While not subject to regular calls for service like other units, the Tact Unit responded to 58 radio calls, initiated 4,449 specials, made 40 arrests, issued 434 tickets, and handled 20 barricade/hostage situations in 2002. The TACT Unit also participated in 31 VIP Security Details, 26 Community Outreach, and made 12 gun seizures.
The Dog Squad utilizes highly trained dogs who, along with their handlers, make-up a unique team responsible for building searches and suspect searches, as well as narcotic and explosive detection.
In 2002, the Dog Squad answered 2,225 calls, initiated 3,233 specials, and made 460 arrests.
Back to IndexThe Harbor Patrol is responsible for the safety and enforcement of marine activities along the Mississippi River. The Harbor Patrol currently has a twenty-five foot Boston Whaler, 17ft. Monarch, a Seadoo and a 10 ft. Basshound Buddy Boat.
During 2002, the 2 officers assigned to the Harbor Patrol handled 266 calls, 572 boat checks, issued 128 warnings, and rescued 32 people.

providing assistance with crowd control or traffic control and providing positive community relations.
As a unit these officers and their mounts handled 113 community details, 183 downtown patrol assignments while effecting 73 arrests and issuing 593 tickets in 2002.The Vice & Narcotics Unit is a multi-faceted self-sufficient organization that serves the citizens of Memphis by actively participating in multi-jurisdictional task forces to coordinate the attack on illegal drug trafficking operations at the local, state, and federal level. The focus has shifted toward major drug investigations, vice enforcement, and the investigation of public complaints of
drug activity.
Drug Unit
During 2002, undercover Vice and Narcotics officers responded to 1,961 Main Line drug complaints regarding drug activity. Vice and Narcotics officers were involved in 3,142 misdemeanor arrests and 831 felony arrests during 2002. Many of these arrests led to the seizure of 176 vehicles, 258 handguns, and 14 long guns.
Vice Squad
Officers in this unit enforce state vice laws and city ordinances that pertain to alcohol, gambling, prostitution, and obscenity violations. During 2002 they initiated 2,938 vice arrests.The Street Crime Abatement Team (SCAT) combined in the fall of 2000 with the Shelby County Sheriff’s Department to form the Metro Gang Unit. The main focus of this new unit is criminal gang activity within the Shelby County area. During 2002 the Metro Gang Unit initiated 20,814 “specials,” made 325 felony arrests, issued 1,562 traffic tickets, and made 653 misdemeanor arrests.

2002 Specials: 1,239The Reserve Bureau is staffed by men and women who augment the current complement of MPD officers on a daily basis. Reserve Officers are required to work a minimum of 24 hours each month for a salary of $1.00 per year. The
financial, as well as service benefits provided by these Reserve Officers to the Memphis Police Department and the City of Memphis are substantial.
In 2002, the officers assigned to the Reserve Bureau worked 36,271 hours, issued 6,090 moving tickets, 5,516 non-moving tickets, made 121 misdemeanor arrests, and 45 felony arrests.For information about the Reserve Bureau call 901-725-9777.
