Traffic is divided into four sections: Motorcycle Squad (Motors), Special Traffic Investigation Squad (STIS), Special Traffic Enforcement Unit (STEU) and Police Service Technicians (PSTs).During 2003, there were 98 fatalities in the Memphis area; 4 fatalities were related to drunk driving. Of those killed, 44 were drivers, 15 were passengers and 24were pedestrians.
Motorcycle Squad The primary function of the Motorcycle Squad is the enforcement of traffic laws, the investigation of accidents and the participation in special events. Motors, as well as, other members of the Traffic Division, are periodically assigned as traffic control for major motion pictures filmed in Memphis which have included three John Grisham films: “The Firm”, “The Client”, and “The Rainmaker” and the Tom Hank’s film “Castaway”.
Special Traffic Investigation Squad The Special Traffic Investigation Squad (STIS) is responsible for investigating accidents involving fatalities or serious critical injuries. STIS is also responsible for investigating accidents involving citizens over the age of 70. During 2003, the officers assigned to STIS handled 87 fatal accidents with 10 of those fatal accidents occurring on the interstate system. STIS officers were also involved in investigating 48 critical injury accidents.
Metro DUI Unit The Metro DUI Unit is comprised of officers from the Memphis Police Department and the Shelby County Sheriff’s Department. This squad responds to calls in both the city and county, and all DUI officers are specially trained in the testing of drivers suspected of being under the influence of alcohol or other drugs.
During 2003, the Metro DUI Unit made 3,345 arrests while processing 3,606 individuals. DUI Breathalyzer Tests were administered to 2,019 and refused by 1,587. Patrol activities accounted for 2,618 tests and the rest, 988 tests, were the results of accident calls.Special Traffic Enforcement Unit
The Special Traffic Enforcement Unit, (STEU), was started in November of 1998 with the intent of reducing the number of traffic accidents by the way of strict traffic enforcement. This unit consists of sixteen police officers and two supervisors. The STEU Unit's primary responsibility is enforcement of traffic laws, primarily on the interstate system. They handle accidents, direct traffic, assist in escorting dignitaries, assist STIS in fatal and critical accident investigation, and other duties as assigned.
Police Service Technician
The Police Service Technician (PSTs) program is the entry level position of the Memphis Police Department for future police officers. PSTs primarily handle accident investigations, issue non-moving traffic citations, recover stolen vehicles, and act as support personnel, as needed. They do not carry weapons and do not respond to crime scenes unless called to do so in a traffic enforcement capacity. The PST program allows an individual the opportunity to begin a career with the Memphis Police Department and, at the same time, acquire the two years of college which is a minimum requirement for police recruits. It is not a permanent position with the Memphis Police Department.
Special Events Office
The Special Events Office of the Memphis Police Department is responsible for maintaining a smooth flow of traffic during special events. Please contact the Special Events Lieutenant at 901-274-8154 for timely coordination, prior to applying for a permit. All block parties, parades, walks, runs, street closures and public assemblies require a permit. These permits insure that traffic in the city remains safe.
The City of Memphis Permit Office issues all permits for street closures, parades, runs, walks, and public assemblies. All applications for events that request temporary structures in the street or right-of-way are REQUIRED to go before City Council for approval. The permits MUST be filed 3 weeks PRIOR to the event. These structures include, but are not limited to, stages, platforms, facades, banners, and port-a-potties. City Council requests all applicants needing temporary structures come before them as part of the request.
If the event requires street closure the applicant/sponsor is responsible for:
- Obtaining a $1 million dollar liability insurance policy naming the City of Memphis as an additional insured;
- Obtaining and providing barricades to close the street;
- Obtaining and providing uniform security guards at each street closure.
