External Relations
The External Relations Bureau was established by the Memphis Police Department on June 21, 2022, under the leadership of Chief Cerelyn “CJ” Davis. Created to build stronger bonds between the Memphis Police Department and the community, this initiative proudly draws on the knowledge and service of retired law enforcement officers.
At the heart of the bureau are Community Impact Officers, part-time members of the Memphis Police Reserve who work directly with precincts across the city. Their mission is to support crime reduction, enhance public safety, and strengthen community relationships through outreach, engagement, and service.
The External Relations Bureau also partners closely with the Shelby County Youth and Family Resource Center (YFRC), providing mentorship and a safe environment for youth between the ages of 10 and 17. Through this collaboration, officers help guide and empower the next generation.
In addition to community outreach, the Bureau oversees the Performance Enhancement Program (PEP), a non-disciplinary coaching and training initiative that helps employees continue to grow professionally while supporting the department’s commitment to excellence and public service.
The External Relations Bureau also plays an important role in Memphis’ Municipal Traffic Courts, staffing courts with officers who maintain safety, fairness, and professionalism throughout the judicial process.
Community Impact Officers support MPD by:

Conducting crime assessments and station security surveys

Assisting Station Commanders with administrative needs

Attending town hall meetings and community events

Serving as station desk officers

Participating in initiatives like Code Zero and neighborhood outreach

Conducting and providing community and business safety awareness forums

Providing workplace and personal safety presentations
