21st - CENTURY POLICING

  • Implemented a new take-home vehicle fleet program. The intent is to improve law enforcement visibility within the city.
  • Ten new electric bicycles were introduced to the Entertainment District (Beale Street); the bicycles are environmentally friendly and allow officers the ability to patrol more effectively in the downtown space.
  • Established L.G.B.T.Q.I.A+ and Hispanic liaison positions within the agency. This action fosters improved community relations and public safety in vulnerable communities.
  • Use PowerBI to drive our COMPSTAT weekly meeting and assist supervisors daily by providing real-time crime data support. This allows for improved information flow and a greater supervisory focus associated with each work unit.
  • The MPD moved from manual timekeeping to Automated Timekeeping through the implementation of the UKG System.
  • Implemented PowerFTO. This software solution allows our FTOs to go paperless while creating a more efficient evaluation process for our trainees.
  • Implemented PowerDMS. This web-based solution enables the department to archive all written policies and documents, creating a paperless and more efficient document management solution.
  • Implemented CONNECT2MEMPHIS, a new camera network that allows the members of the private and public sectors to register their cameras to help the MPD solve crime. This solution enables the agency to reduce its camera cost while enhancing its access to video citywide by partnering with the community. (More than 5000 residents registered and 600 business cameras integrated.
  • Equipped MPD officers with conductive energy weapons (TASERS). This acquisition has been shown to reduce injuries to officers and citizens as a less lethal option and reduces workers’ compensation costs, lost work days, and hospital bills resulting from resisting arrest situations.

 

SUPERVISION

  • Created the first Leadership Training Academy for the Memphis Police Department in partnership with the University of Tennessee (UT) – Institute for Public Service – Graduated 25 police commanders in the inaugural “Memphis Police Leadership Academy.” (MPLA) A 5-week leadership course was developed to further enhance the leadership knowledge and skill set of our employees.

Sworn Supervisors & Managers completed:

  • FBI Academy – 2022-2023 enrolled 6 MPD leaders into the Federal Bureau of Investigations National Academy (FBINA); currently, 4 members have graduated.
  • FBI – National Executive Institute Training.
  • FBI – LEEDA Training for first-line supervisors.
  • The Senior Management Institute for Police Leadership (SMIP) Course – Enrolled 6 MPD leaders into the Senior Management Institute for Police Leadership course (SMIP) at Boston University–Police Executive Research Forum (PERF;).
  • Leadership Memphis.
  • Major Cities Chiefs Police Leadership Institute for Police (PELI) – Executive Leadership Exchange.
  • Created In-Service % Leadership Training for Civilian Employees.
  • Hosted 6 leadership retreats for employee rank of Lieutenant and above.

 

UPDATED LAW ENFORCEMENT PROCESSES (BEST PRACTICES)

  • Updated and restored the “Disciplinary Matrix” to ensure consistent discipline within the agency.
  • Revised the disciplinary policy to separate/terminate officers who commit felonies and some misdemeanor crimes within 96 hours.
  • Improved the tracking and accountability of disciplinary cases
  • Revised the Arrest Procedure Policy to include duty to intervene, duty to report, and duty to render aid.
  • Incorporate monthly Use of Force Reviews for more accountability
  • Modified Body Worn Camera Policy to ensure accountability at all levels of officer response.
  • Modified Traffic Stop Policy related to pretextual stops
