A tip from a concerned citizen and the investigative work of the Memphis Police Department’s Internet Crimes Against Children (ICAC) Task Force led to the arrest of 47-year-old Cedric Jackson and the identification of multiple child victims.
The investigation began in April 2026 when the ICAC Task Force received information from a member of the public who believed Jackson had recorded himself sexually abusing a minor. ICAC investigators conducted an investigation and obtained search warrants and subpoenas to recover evidence.
While awaiting those returns, investigators discovered Jackson had previously been named in a 2008 rape report that had been closed due to insufficient evidence. Detectives reopened the case and developed additional evidence related to that investigation.
Evidence obtained through search warrants in the current investigation revealed Jackson had allegedly created nearly 100 images and videos depicting the sexual abuse of multiple juveniles. Based on the evidence developed during the investigation, detectives obtained an arrest warrant related to the 2008 rape case and a search warrant for Jackson’s residence. Jackson was taken into custody during the execution of those warrants.
During the investigation, Jackson provided investigators with a statement identifying multiple victims depicted in the images and videos.
Jackson has been charged with:
- Rape
- Rape of a Child (3 counts)
- Especially Aggravated Sexual Exploitation of a Minor (3 counts)
He is currently being held at the Shelby County Jail on a $3.6 million bond.
The investigation remains ongoing. Sgt Davis and the ICAC Force are working relentlessly to ensure that no stone is left unturned. They believe there may be additional victims who have not yet come forward. They are asking parents, guardians, family members, and community members to speak with anyone who may have had contact with Cedric Jackson and encourage them to share any information they may have.
The Memphis Police Department also recognizes that some victims may now be adults. If you were victimized by Jackson as a child and have never reported it, support and resources are available, and it is never too late to come forward.
Anyone who believes they may be a victim or who has information related to this investigation is encouraged to contact the ICAC Task Force at 901-636-3240. Even information that may seem insignificant could be important to the case. Victims and their families can also be connected with advocacy services, counseling resources, and other support throughout the investigative process.
