ICAC Arrest Highlights Dangers of Online Predators

On December 24, 2025, Memphis Police officers responded to a suspicious vehicle in the 400 block of North Fernway Road. Officers located a male and a female inside. The male was identified as Breon Collins, 32, who had an outstanding arrest warrant.

While officers attempted to detain Collins and identify the female, he drove away with her in his vehicle. Collins later pushed the female from the car; she was found nearby by officers and identified as a minor.

Investigators from the Internet Crimes Against Children (ICAC) Task Force determined that Collins had contacted the victim through social media while posing as a teenager. He arranged to meet her at her home, where he sexually assaulted her.

On January 14, 2026, ICAC investigators learned Collins was in custody in Bartlett, TN. When informed of additional charges and his upcoming transfer to Shelby County Jail, Collins attempted to escape during an interview.

Collins is charged with:
  • Especially Aggravated Kidnapping
  • Aggravated Rape
  • Evading Arrest in an Automobile
  • Attempted Escape
The Memphis Police Department urges parents and guardians to remain vigilant about their children’s online activity. Predators often use social media and messaging platforms to misrepresent themselves and target minors. Parents are encouraged to:

  • Consider parental controls or monitoring tools
