Suspect Charged in Line-of-Duty Shooting of MPD Officer

Two individuals have been arrested in connection with the shooting of MPD Officer Oscar Torres-Molina during a traffic stop that occurred on Thursday, February 26, 2026.

Danell Maxwell, 40, has been charged with Criminal Attempt First Degree Murder and Employing a Firearm During the Commission of a Dangerous Felony.

Tokeytha Owens, 38, has been charged with Accessory After the Fact.

At approximately 3:26 a.m., members of the United States Marshals Service arrested both individuals at a residence located at 288 Royal Chartres Square East, Apartment 208. Both were transported to Homicide for questioning.

The shooting occurred during a traffic stop near 2979 South Perkins. During the encounter, “The U.S. Marshals Service utilized every available resource to locate and apprehend violent fugitive Danell Maxwell,” said Western District of Tennessee Marshal Tyreece Miller. “Thanks to the relentless work of our federal, state, and local law enforcement partners, Memphis is safer today. Maxwell’s willingness to open fire on Officer Torres demonstrated a complete disregard for human life and the safety of this community. With Maxwell now in custody, the people of Memphis can rest easier knowing a dangerous individual is no longer on the streets threatening innocent lives.”

Officer Oscar Torres-Molina was shot.

Officer Torres-Molina was transported to the hospital by his partner, who immediately rendered aid and drove him from the scene. After several days of treatment and recovery, Officer Torres-Molina was released from the hospital and continues recovering.

“For the past couple of months, investigators and our federal and local law enforcement partners worked tirelessly to locate the suspect responsible for shooting Officer Torres-Molina. Today’s arrests reflect the dedication, coordination, and determination behind this investigation. We are grateful to the United States Marshals Service for their swift action and continued partnership, and we remain focused on supporting Officer Torres-Molina as he continues his recovery,” said Chief C.J. Davis.

Danell Maxwell’s bond was set at $3 million.
